How GIFT City IFSC Export Factoring Works

GIFT City IFSC is an International Financial Services Centre at GIFT SEZ, Gandhinagar, Gujarat, where financial services are regulated by a single authority, the International Financial Services Centres Authority (IFSCA), and a Finance Company is required to operate in a freely convertible foreign currency. For an exporter invoicing in foreign currency, that means the finance provider works in the currency of the invoice, under a regulator built for cross-border business.

Key facts

  • IFSCA was set up on 27 April 2020 under the IFSCA Act, 2019, as a unified authority for financial products, services and institutions in India's IFSC. It is headquartered at GIFT City, Gandhinagar.
  • A Finance Company must obtain a certificate of registration from IFSCA before commencing business. "Factoring and forfaiting of receivables" is a permitted core activity of a Finance Company.
  • IFSCA's regulations require a Finance Company to operate in a freely convertible foreign currency and to maintain its balance sheet in US dollars.
  • Mintifi Global Finance (IFSC) Private Limited is an IFSCA-registered Finance Company (CoR FCO2026FNC1142), operating from GIFT SEZ, Gandhinagar. A Finance Company is not a bank.
  • Factoring works the same way in principle wherever the provider sits. GIFT City describes the provider's structure and currency, not a different product.

What is GIFT City IFSC, and why would an export finance company operate there?

An International Financial Services Centre is a jurisdiction within India set up to transact in foreign currency and to serve cross-border business. GIFT City, in Gandhinagar, Gujarat, hosts an IFSC. A company that finances trade between Indian exporters and overseas buyers, and whose business is therefore mostly foreign-currency, fits that framework.

What does "IFSCA-registered" actually mean?

IFSCA's Finance Company Regulations say an entity may commence business as a Finance Company in an IFSC only after obtaining a certificate of registration from IFSCA. Mintifi Global Finance (IFSC) Private Limited is an IFSCA-registered Finance Company (CoR FCO2026FNC1142). Registration describes the entity's regulatory category; it is not an endorsement of any particular facility or a promise of approval for any exporter. For the entity's governance and grievance arrangements see Governance & Disclosures.

Why does the currency structure matter to an exporter?

Most Indian exporters invoice overseas buyers in a foreign currency. If financing against that invoice is in rupees, the exporter faces conversion and exchange-rate movement on top of the wait for payment. IFSCA's regulations require a Finance Company to carry out its operations in a freely convertible foreign currency, so the provider is built to fund and settle in foreign currency. The actual currency and settlement terms of any facility are agreed per facility, so always confirm what currency your advance and final settlement are made in.

How is this different from a domestic non-bank factor?

A factor registered in India under the Factoring Regulation Act, 2011 as an NBFC-Factor sits under the Reserve Bank of India's framework. An IFSC Finance Company sits under IFSCA and operates in foreign currency. These are different regulatory regimes built for different transaction types; this is not a claim that one is more or less regulated than the other.

Does GIFT City change how factoring itself works?

No. The mechanics of a factoring deal (sale of the invoice, advance, collection from the buyer, recourse or non-recourse treatment) are the same in principle whichever regime the provider sits under. Foreign-exchange rules for the exporter, including the period in which export proceeds must be realised, are set by the RBI and apply regardless of who finances the invoice. See export realisation timelines under FEMA. The step-by-step process is in export factoring in India.
